Trouble creating new Photo Album

Hi,
I’m logged into the site but don’t seem to be able to create a new photo album to upload some pics to. Each time I hit the “Create a … Photo Album” option I’m directed to the page of existing photo albums. With no obvious option to create my own and upload. Am I doing something dumb? Or there an issue with the link?
