Rust and other mechanical work in East Europe.

Hi all,
I have two spots of rust that urgently need to be fixed and I’m thinking of just getting all my rust spots done has I heard that doing so in east Europe could be cheap, I was told Romania specifically. I also need to get some mechanical work done, I have a minor oil and coolant drip and I’m pretty sure something is not quite right when I run the van on petrol (it’s an LPG conversion so usually run it on that), it seems to not have as much power as the LPG and using up too much petrol. Also it doesn’t go smoothly, kind of feels like someone is lifting the foot from the accelerator and putting it back on even though I’m holding the accelerator down.
Does anyone know if doing any of this work in Romania is a good idea? And does anyone know someone by any chance?
